Pet Relocation from Indonesia to Canada: CFIA Rules

October 14, 2026

Compared with Australia, Japan, or South Africa, Canada looks easy on paper. There is no import permit for a personal pet, no blood test list, and no quarantine for a compliant dog or cat. Most of the work on this route sits in two places: getting the rabies paperwork exactly right, and building a flight path from Indonesia that does not create new problems along the way.

There is one catch owners from Indonesia need to know early. Canada keeps a list of countries at high risk for dog rabies, and Indonesia is on it. That list does not stop you from bringing your own dog, but it does draw a hard line around dogs that are being rehomed, adopted, or sold. This guide explains where that line sits, what the Canadian Food Inspection Agency (CFIA) checks, and how the Indonesian export side fits around it.

Personal pet or commercial dog: the question that comes first

Since 28 September 2022, Canada has refused entry to commercial dogs from countries at high risk for dog rabies. CFIA treats a dog as commercial when it is meant for resale, adoption, fostering, breeding, shows or exhibition, research, or any other transfer to a new owner. Import permits for those dogs are no longer issued.

A dog that belongs to you and is moving with your household is a personal pet, and the commercial ban does not apply. Where owners get caught out is the grey zone in between: a street dog rescued in Bali that will live with a friend in Toronto, a puppy bought in Jakarta for a relative, or a dog flown ahead to be “fostered” until you arrive. If the dog is not travelling as your own pet, assume it may count as commercial and check with CFIA before anything else is booked.

Cats are not covered by this dog-specific ban. They follow the general rabies rules below.

What Canada asks for at the border

For a personal pet arriving from Indonesia, Canada’s requirements are mostly about rabies. According to CFIA’s import reference document:

  • Dogs and cats under 3 months do not need rabies vaccination or certification to enter. You should still carry proof of age from a veterinarian, because the inspector will want to see it.
  • Cats 3 months and older need a veterinary certificate in English or French that identifies the cat and shows a current rabies vaccination.
  • Dogs from a country that is not rabies-free, which includes Indonesia, need a valid rabies vaccination certificate. A rabies antibody test (RNATT) result of at least 0.5 IU/ml is accepted as an alternative, but most owners simply vaccinate.
  • Dogs under 8 months travelling without their owner need an extra veterinary certificate covering an examination, core vaccines, and fitness to travel, issued no more than 72 hours before arrival.

Pet dogs are not placed in post-import quarantine in Canada. If something is missing, a border inspector can order the pet to be vaccinated at your expense after arrival, and can refuse entry in more serious cases.

Getting the rabies certificate right

Because the certificate is the main document Canada looks at, small errors on it cause most of the trouble. CFIA expects the rabies certificate to be written in English or French and signed by a licensed veterinarian, and to show:

  • a description of the animal, including breed, sex, colour, and weight
  • the date of vaccination
  • the vaccine’s trade name and serial or batch number
  • how long the vaccination remains valid

An Indonesian vaccination book written only in Bahasa Indonesia, or one missing the batch sticker, is a common reason to redo paperwork. Ask your vet for an English-language rabies certificate with every field filled in, and check the batch number and validity dates yourself before you leave the clinic. Canada does not list a microchip as an entry condition for personal pets, but most airlines and the Indonesian export inspection rely on one, so have it implanted and recorded on every document. Our guide to rabies titre tests explains when an antibody test is worth doing instead.

Pet Age at arrival Canadian requirement
Dog or cat Under 3 months No rabies certificate; carry vet proof of age
Cat 3 months or older Rabies vaccination certificate in English or French
Dog (personal pet) 3 months or older Valid rabies vaccination certificate, or RNATT of at least 0.5 IU/ml
Dog, unaccompanied Under 8 months Rabies rules plus a vet certificate issued within 72 hours of arrival
Dog being rehomed, adopted, or sold Any age Not permitted from Indonesia as a high-risk country

The Indonesian export side

Canada’s light import file does not make the Indonesian side lighter. Your pet still needs an export health inspection and an official certificate through Barantin before departure, along with any domestic movement papers if you are flying out of a different island, for example from Bali to Jakarta first. The export inspection usually happens in the final days before the flight, so the rabies vaccination should be done well before that point.

Our guide to exporting a pet from Indonesia walks through the Barantin steps, and quarantine handling in Indonesia explains how the inspection works on the day.

Flights from Indonesia to Canada

There is no direct flight from Indonesia to Canada, so every routing connects at least once, usually through a hub in East Asia, the Middle East, or Europe, and on to Vancouver or Toronto. The connection is where most of the planning time goes:

  • Each airline on the route has its own rules on whether pets travel in the cabin, as checked baggage, or as cargo, and on breeds and temperatures. Snub-nosed dogs and cats are restricted on many carriers.
  • Routings through the United States add a separate set of US entry rules for dogs from high-risk rabies countries, even when Canada is the final stop. Most owners are better served by connecting outside the US.
  • Long connections in hot or very cold months can be refused for animals travelling as cargo, which matters for a Canadian winter arrival.

Our page on airlines that carry pets from Indonesia and the IATA crate guide cover the carrier side in more detail.

Arrival in Vancouver or Toronto

When your pet lands, the Canada Border Services Agency checks the documents, with CFIA guidance behind them. If your pet travels in the cabin or as checked baggage, the check happens as you clear customs. If it travels as cargo, you or your representative collect it from the airline’s cargo area once the paperwork is cleared, which can take several hours. Provinces and cities may then have their own pet licensing rules, but those come after the border.

Frequently asked questions

How far ahead should I start planning a move from Indonesia to Canada?

If your pet’s rabies vaccination is already valid and documented in English, about 4 to 8 weeks is often enough. Start earlier if a new vaccination is needed, if your pet is a snub-nosed breed, or if you are travelling in peak season when cargo space is tight.

Can I bring a rescue dog from Bali to Canada?

Yes, if it is your own pet and moves with you. A rescue dog that is going to a new owner, a foster home, or an adoption group counts as commercial and cannot enter Canada from Indonesia under the current rules.

Will my dog or cat be quarantined in Canada?

Not if the documents meet the requirements. Canada does not place pet dogs in post-import quarantine. Missing or incorrect rabies paperwork can still lead to vaccination at your cost or refused entry.

Do I need an import permit for my pet?

Canada does not require an import permit for a personal dog or cat that meets the rabies conditions. You still need the Indonesian export certificate from Barantin.

What does it cost?

Costs depend on your pet’s size, the crate, the airline routing, and whether it travels as cargo. Our cost calculator gives a first estimate before we review your case.
