Singapore Pet Relocation Services: What to Ask First
October 26, 2026

If you are moving a dog or cat to Singapore and comparing pet relocation services, start with one fact: Singapore lets owners apply for the import paperwork themselves. AVS, the Animal & Veterinary Service under NParks, accepts applications from the pet owner or from an AVS-recognised pet agent. So the real question is not whether you need a company, but which parts of the move you want someone else to carry, and whether the provider you are talking to can actually carry them.
That changes how you compare quotes. A good Singapore pet relocation service should be able to tell you exactly which AVS steps it will submit, who handles your pet at the departure airport, who meets the pet at Changi, and what happens if the quarantine slot or the flight moves. This guide sets out what you can do yourself, what is usually delegated, the questions worth asking and the warning signs in a quote.
What you can do yourself through AVS
Several Singapore-side steps are open to owners directly. AVS publishes a list of recognised pet agents, but it also states that the list is for reference and is not an endorsement, and that owners should judge for themselves whether an agent’s services suit them. In practice, owners who are organised and moving from a straightforward origin country often handle these steps on their own:
- The AVS import licence. Applied for online before the flight. Your pet’s microchip, vaccination and any test records need to match what you enter.
- The dog licence. Dogs also need a Singapore dog licence, which is a separate application from the import licence.
- Quarantine space, if it applies. When your pet’s origin or records mean a stay at the Animal Quarantine Centre, the space is reserved through the AVS Quarantine Management System. AVS notes that demand is high and encourages early booking.
- The arrival inspection appointment. Pets arriving by air are inspected at the Changi Animal and Plant Quarantine Station, and the inspection is booked ahead of arrival. Recent AVS guidance asks for the appointment to be made several working days before the flight lands.
Before you apply, check whether your dog’s breed is allowed in at all and whether your housing permits it. Our guide to importing dogs to Singapore covers the breed groups and HDB rules, and the cat import guide explains how the quarantine range affects your arrival plan.
What owners usually hand over, and why
The steps people delegate are rarely the Singapore forms. They are the parts that happen in another country, at an airport, or on a tight timetable.
| Part of the move | Can you do it yourself? | Why owners often delegate it |
|---|---|---|
| AVS import licence and dog licence | Yes, online | Mainly for time, or when records from several clinics need reconciling first |
| Origin-country vet work and export health certificate | Partly, with your vet | The certificate must be endorsed by the origin authority in the right window, which is hard to manage from Singapore |
| Airline booking as cargo | Rarely | Pet cargo bookings are often made through a shipper or handling partner, and space and crate rules differ by airline and aircraft |
| Departure airport handover | Only if you are there | Someone has to deliver the pet, crate and papers at the cargo terminal on the day |
| Changi arrival clearance and collection | Depends on the arrival method | The pet moves from the aircraft to the quarantine station, and someone needs to present documents and take the pet home or to quarantine |
If you are already living in Singapore and the pet is still at the origin, the origin side is usually the hardest part. That is where a provider’s partner network matters more than its Singapore office.
Questions to ask before you book
Ask every provider the same questions and compare the answers in writing.
- Which AVS applications will you submit, and which will I submit? A clear provider names the import licence, dog licence, quarantine booking and inspection appointment one by one.
- Are you on the AVS list of recognised pet agents, or who is your Singapore-side partner? If the company is based elsewhere, ask who acts for your pet at Changi.
- Who handles the origin country? Ask who arranges the export health certificate and the endorsement by the origin authority, for example in Indonesia, Malaysia, Thailand, Vietnam or the Philippines.
- How will my pet fly, and on which airline? Cabin travel into Singapore is limited, so most pets arrive as cargo. Ask why the proposed airline and crate suit your pet’s size and breed.
- What is the plan if quarantine applies? Ask when the space will be booked and what happens to the flight if the slot is not available.
- What is excluded from the quote? Vet fees, tests, the crate, government fees and quarantine charges are often separate.
- What happens if the date moves? Ask which documents would expire and need redoing.
Red flags in a Singapore quote
A quote can look complete and still leave the hard parts unassigned. Follow up when you see:
- A firm travel date before anyone has checked your origin country against the current AVS conditions.
- No mention of the import licence, the dog licence or the arrival inspection.
- No named contact at Changi, or vague wording such as “local clearance included”.
- No explanation of how the origin-country health certificate will be endorsed.
- Advice that a restricted dog breed “should be fine” without reference to the AVS breed list.
Ask for a written plan that lists each AVS application, the origin-side certificate and the airport handovers, with the person responsible for each one. If a provider cannot produce that, keep comparing.
Moving to Singapore from elsewhere in Asia
Many pets arriving in Singapore come from nearby countries, and those routes look short but are not always simple. An origin with a higher rabies risk can mean a blood test and a waiting period months before the flight, while a pet from a lower-risk origin may be released on arrival if every condition is met. The origin also decides who signs and endorses the health certificate.
If your pet is coming from Indonesia, our Indonesia to Singapore guide walks through that sequence. For other origins, start with our guide to bringing a pet to Singapore, and use the Singapore import requirements page for the current AVS summary.
Frequently asked questions
Do I have to hire a pet relocation company to bring a pet into Singapore?
Not necessarily. AVS accepts applications from owners as well as recognised pet agents. Many owners still hire help for the origin-country paperwork, the cargo booking and the airport handovers, which are harder to do yourself from a distance.
How early should I contact a provider?
As soon as you know your origin country and a target month. If a rabies antibody test or quarantine applies, preparation can take months, and quarantine space can fill up.
Can my pet fly in the cabin to Singapore?
Options are limited, and most dogs and cats arrive as cargo. Ask any provider to confirm the arrival method AVS and the airline accept for your route and your pet.
What should I send to get a useful quote?
Origin and destination, target month, species, breed, age and weight, and any microchip and vaccination records you have. Our IATA crate guide helps you measure your pet for the crate.
